The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate.

The Strengthening Health Care Infrastructure for All (SHIFA) Project is a project financed by an EU grant of EUR 90 million under the Facility for Refugees in Turkey (FRIT) and managed by the CEB.


The aim of the project is to improve healthcare services in the Turkish provinces with a high density of Syrian refugees. The project is designed to make quality health care services more accessible to refugees and persons eligible for subsidiary protection in Turkey.


The project, to be implemented under the authority of the Turkish Ministry of Health (MoH) throughout the Turkish territory, will entail: (a) the construction of Extended/Migrant Health Centres, (b) the renovation of Extended/Migrant Health Centres, (c) the renovation and rehabilitation of Physiotherapy and Rehabilitation units in public hospitals, (d) the purchase of medical equipment and supplies, and (e) the purchase and delivery of maternity kits and basic hygiene kits. The CEB’s role includes, in addition to managing the EU funds for the project, managing the SHIFA implementation and the related technical assistance, inter alia, for supervision and procurement support services required by the Turkish Ministry of Health. The CEB shall also be in charge of communication and visibility activities, as well as monitoring and reporting.


The Bank is now recruiting a Monitoring and Reporting Manager to form part of the CEB Project Office - Ankara and support the implementation of the project. The chosen candidate will work at the Project Office - Ankara, within the Bank’s Directorate for Loans & Social Development, under the direct supervision of the Head of Project Office - Ankara, and in close coordination with the other members of the Project Office - Ankara team and Bank colleagues in Paris.



Roles and Responsibilities

  • Design and implement the SHIFA Project monitoring and reporting framework: outcome, output and financial, monitoring;
  • Design and implement an efficient system and process for gathering, analysing and reporting data to track progress that deliver high quality, timely information and actionable findings;
  • Ensure, on a day-to-day basis, that CEB’s contribution and support to the SHIFA implementation are in line with the SHIFA policy framework, objectives and schedule that will be established and ensure all project aspects comply with the CEB institutional requirements;

  • Maintain positive contacts between the Project partners, funders and other stakeholders, developing an effective monitoring communication framework to enable all parties to share and access all necessary project monitoring information;
  • Define detailed monitoring tools, reporting formats and indicators, in close cooperation with relevant units of the CEB and in conformity with the requirements of the SHIFA Steering Committee;
  • During implementation: evaluate the progress on the basis of the technical and financial documentation provided by the PIU and/or other implementing partners, and based on the results of on-site missions. Decide on corrective action/recommendations where needed, and authorise release of funds;
  • Manage the technical assistance, related to Project monitoring, evaluation, operational process, procedures, and financial management;
  • In close consultations with the MoH, direct and supervise the consultants selected for the development of the monitoring management information system and ensure the regular entry of data by the stakeholders to the system;
  • Develop the Monitoring Handbook taking into account the special features of the SHIFA;
  • Prepare project progress reports and prepare power point presentations.
  • Any other tasks that may be necessary to ensure provision of efficient services and support by the Project Office - Ankara.



  • Relevant advanced university degree or equivalent (such as economics, business or public policy).


  • Minimum 5 to 7 years in-depth monitoring experience, preferably related to the field of international development and co-operation;
  • Solid knowledge of EU policies and programmes and expertise in monitoring in particular of complex projects;
  • At least 5 years of relevant work experience with donor funded projects;
  • Management of consultants and familiarity with project cycle management would be an asset;
  • Knowledge of EU’s Logical Framework Approach will be an asset;
  • Willingness and ability to undertake a significant amount of travel within Turkey.

IT / Technical skills:

  • Advanced knowledge of Excel
  • Excellent knowledge of the MS Office Suite
  • Experience in using electronic archiving systems;

Communication and language skills:

  • Good capacity to deal with different points of views and to communicate on critical issues while remaining assertive in front of people with authority
  • Excellent writing, editing and strong presentation skills: can communicate, present and draft reports clearly, concisely and convincingly
  • Excellent knowledge of Turkish and English, both oral and written
  • Command of French, the second official language of the Bank, will be an asset

Conditions d'emploi

Monthly salary starting at either 19 950 TRY or 24 610 TRY, plus allowances based on eligibility, exempt of income tax.
In addition to this, our offer includes:
• dependent child allowance based on eligibility
• medical insurance
• a leaving allowance at the end of appointment with CEB (when less than 10 years of service)
Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
Appointment will be as a locally recruited temporary staff member for a period of 2 years, renewable, with a probationary period of two months.
