The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

Over the past years, the CEB has scaled up its business volume, and seeks today to enhance its visibility profile and outreach consistently by strengthening its communication activities and means.

 

Functions

The incumbent will report to the Head of the Corporate Responsibility & Communication Division and will in particular support the existing Communication Officer in implementing CEB’s main communication objectives, namely: (i) ensure transparency and accountability for the public; (ii) accompany and support business development; (iii) broadcast the Bank’s achievements and impact, and thus increase CEB’s brand as well as its advocacy role in promoting social development across Europe.

 

Description of duties:

  • Support the existing Communication Officer in creating content across communication channels, including website, social media, flagship publications, magazine articles and videos. Team up with colleagues of the Communication Unit, and work closely with colleagues across directorates to identify stories and communication opportunities.

  • Support the existing Communication Officer in managing the production of the CEB’s flagship publications, including the Bank’s annual reports and the quarterly magazine.

  • Contribute to donor-related communication and visibility activities.

  • Contribute to CEB social media platforms (LinkedIn, Twitter and YouTube).

  • Direct and produce videos, in collaboration with external partners.

  • Contribute to the graphic design and layout of CEB publications and other communication tools.

  • Help organise and publicise high-level events.


More generally, the incumbent will collaborate in any other task that may be requested of him/her within the framework of the Directorate’s activity.
 

Profil

Academic background:

The candidate must have advanced university degree in journalism, communication, media and/or related field.

 

Professional skills:

  • Minimum 5 years working in communication (experience in international/EU organisations is desirable)
  • Excellent and demonstrable writing skills in English. Strong public speaking skills would be an asset.
  • Track record in two or more of the following fields: magazine editing and writing; social media and multimedia (photo and video); donor-related communication activities; press and media relations.
  • Ability to work in a team, establish and maintain effective working relations with people from
  • different national and cultural backgrounds.
    Capacity to handle multiple tasks and deadlines in a fast-paced environment.
  • Strong capacity for work and results-oriented with attention to details.
     

IT Skills:

  • Proficiency in standard office applications including Word, Excel and PowerPoint. Experience in the use of specific IT solutions such as Acrobate InDesign.
     

Language skills:

  • Perfect command of written and spoken English and working knowledge of French (B2 or higher).

Critères candidat

Conditions d'emploi

Monthly salary starting beween 5,020 EUR and 6,522 EUR, plus allowances based on eligibility, exempt of French income tax. Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.

Start date as soon as possible. Temporary staff member appointment until 31 December 2021 initially, with the possibility to renew up to 9 months in 2022.
