The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The Strengthening Health Care Infrastructure for All (SHIFA) Project is a project financed by an EU grant of EUR 90 million under the Facility for Refugees in Turkey (FRIT) and managed by the CEB.


The aim of the project is to improve healthcare services in the Turkish provinces with a high density of Syrian refugees. The project is designed to make quality health care services more accessible to refugees and persons eligible for subsidiary protection in Turkey.


The project to be implemented under the authority of the Turkish Ministry of Health (MoH) throughout the Turkish territory will entail: (a) the construction of Extended/Migrant Health Centres, (b) the renovation of Extended/Migrant Health Centres, (c) the renovation and rehabilitation of Physiotherapy and Rehabilitation units in public hospitals, (d) the purchase of medical equipment and supplies, and (e) the purchase and delivery of maternity kits and basic hygiene kits. CEB’s role includes, in addition to managing the EU funds for the project, managing the SHIFA implementation and the related technical assistance, inter alia, for supervision and procurement support services required by the Turkish Ministry of Health. CEB shall also be in charge of communication and visibility activities, as well as monitoring and reporting.


The Bank is now recruiting an Assistant to form part of the CEB Project Office Ankara team and support the implementation of the project. The chosen candidate will work at the Project Office - Ankara, within the Bank’s Directorate for Loans & Social Development, under the direct supervision of the Head of Project Office - Ankara, and in close coordination with the other members of the Project Office- Ankara team and Bank colleagues in Paris.


Roles and Responsibilities

  • Ensure, on a day-to-day basis, that CEB’s contribution and support to the SHIFA implementation are in line with CEB’s policies and guidelines
  • Assist in the preparation of documents, publications, annual reports and memos, in English and Turkish, including translation, proof-reading and formatting, and follow-up on decisions as needed. Contribute to drafting correspondence, notes and minutes of meetings in both languages
  • Organise meetings, workshops and events on-site and/or off-site, including room reservation, preparation of participant lists and provide secretarial support during the meetings. Receive and guide visitors and ensure a positive image is left with visitors and high-level contacts by being attentive, courteous and professional at all times

  • Prepare official missions for the CEB staff, including travel arrangements and processing of expense claims. Organise business trips taking into account time-differences and optimising arrangements (flights, travel itinerary, transport, hotel and lunch reservations, visas, insurance). Follow up on travel and living expenses and assist in the preparation of mission reports
  • Establish and maintain effective record management, structured document retrieval and workflow management systems. Design, organise and run CEB’s Project Office - Ankara electronic filing and classification and archiving system, as needed
  • Provide input to visibility and communication material (in particular the social media) activities and monitoring for the SHIFA project and liaise with ministries and EU Delegation to Turkey regarding event organisation
  • Participate in meetings, take minutes and follow up on actions agreed
  • Prepare contracts, recruitment requests and payment orders for invited experts and external consultants when relevant
  • Ensure internal coordination with other directorates as well as with relevant external stakeholders and other organisations
  • Assist in the preparation of material for the CEB website, ensuring that the information is regularly updated

  • Liaise with service providers in ensuring that the CEB’s Project Office - Ankara is functioning (i.e. office supplies, equipment) and that CEB’s rules pertaining to security are observed
  • Any other tasks that may be necessary for the provision of efficient services and support by the Project Office - Ankara.



  • Diploma of general secondary education
  • Training as an assistant / secretary would be an advantage
  • A higher education qualification would be an asset


  • At least four years’ experience as an assistant or secretary
  • Experience from another International Organisation, in particular an International Financial Institution, would be an advantage

IT / Technical skills:

  • Advanced knowledge of Excel
  • Excellent knowledge of the MS Office Suite
  • Experience in using electronic archiving systems

Communication and language skills:

  • Excellent knowledge of Turkish and English, both oral and written
  • Command of French, the second official language of the Bank, will be an asset

Conditions d'emploi

Monthly salary starting at 10 625 TRY, plus allowances based on eligibility, exempt of income tax.
In addition to this, our offer includes:
• dependent child allowance based on eligibility
• medical insurance
• a leaving allowance at the end of appointment with CEB (when less than 10 years of service)
Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
Appointment will be as a locally recruited temporary staff member for a period of 2 years, renewable, with a probationary period of two months.
