Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

 

The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services.


The Human Resources Division attracts, develops and retains the right staff in the right jobs to provide the CEB with a diverse, competent and adaptable workforce.

The HR Services Unit of the HR Division is looking for a skilled Payroll and Controlling Officer to provide technical support and advice on payroll management, draft reports and implement policy changes in pay related matters and supports the Head of HR Services in controlling management. S/he will report to the Head of HR Services Unit and work in close collaboration with colleagues in the Division, across the Bank more specifically with Accounting, and Budgeting and Controlling, and serve as contact for CEB staff members.


Main Responsibilities:

 

- Ensure specialised technical support and control in payroll administration via SAP SuccessFactors Employee Central Payroll (ECP) in a rigorous and timely manner according to the CEB Staff Regulations and Staff Rules and Articles of Agreement:

  • Process and control all of the payroll elements (education, settling-in and household allowances; accounting; social charges; annual social declarations) to pay staff members accurately and on time according to the CEB Staff Regulations and Staff Rules.
  • Prepare the calculation and payment file (€2 million per month).
  • Collect, check, process and update in the payroll tool all required information and data.
  • Ensure timely and accurate payment of payroll related contributions (URSSAF, medical premiums, IRCANTEC, French social security, etc.).

  • Collect, process and control other information related to HR administration and pay (career evolution, promotion and merit, staff arrivals and departures, real estate loans, pensions, medical and social insurance, invalidity and long-term illnesses).
  • Control monthly pension calculations and accounting for retirees and validate the payment of pensions.
  • Evaluate staff members’ rights according to the CEB Staff Regulations and Staff Rules and seek advice on interpretation of rules when questions arise.
  • Ensure internal and accounting controls to avoid mistakes and fraud.
  • Handles internal or external audits on all HR salary and benefits issues, providing the Head of Unit with the necessary supporting documents.

- Provides support to Head of Unit in, notably:

  • Calculating bonuses, increments and promotions and their budgetary impact
  • Preparing payroll and budget projections and forecasts
  • Budget planning and control issues
  • HR staff forecasts

- Liaise with Accounting Unit, provide accounting expertise and follow up in the following areas:

  • Payroll related queries.
  • Justification of all HR accounts and Bank reconciliation.
  • Payroll accounting in Bank accounting systems
  • Monitoring of salary advances.

- Take a proactive role and act as a main interlocutor in the implementation of the HRIS and in particular the HR core and payroll modules

- Serve as contact for staff members and inform them on CEB Staff Regulations and Staff Rules, HR procedures and updates within own field.

- Define, prepare, implement and maintain support tools, optimise working methods, procedures and tools.

- Liaise with internal interfaces within the different Directorates and Divisions regarding HR administration and internal audits.

- Assist the external auditors and the Internal Audit Office on all HR pay questions and on the implementation of CEB Staff Regulations and Staff Rules.

Profile

Academic background:

  • An advanced university degree in Accounting, Controlling, or Payroll Management.

 

Professional background:

  • Proven experience in compensation and benefits, payroll management and accounting. Strong skills and experience in general and budgetary accounting would be welcome.
  • Good analytical and problem-solving skills.
  • Good ability to propose proactive actions to achieve strategic objectives.
  • Good organisational and coordination skills and ability to work in a fast-paced environment under tight deadlines.
  • Good capacity to communicate, to listen actively.
  • Proven experience of using the SAP SuccessFactors Employee Central Payroll (ECP) module integrated with the SAP SuccessFactors HR suite (mainly Employee Central and Time Management modules), ideally in a cloud / public sector context.
  • Proficiency in the use of standard office software (MS Office suite, etc.), advanced Excel.
  • High degree of accuracy and attention to details and working to deadlines.
  • Sense of confidentiality and capacity to communicate diplomatically in sensitive situations.


Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Employment Conditions

1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

 

2) Grade and salary:

  • A1/A2
  • Depending on level of experience, monthly salary range starts between € 5,882.90 and € 7,517.11,  plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)
