Description
The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. The Directorate comprises 4 Divisions: Facility & Travel Management Division (FTM), Corporate Responsibility & ESG Reporting, Human Resources and Information Technology.
The Information Technology Division (CS-IT) provides quality IT services and innovative information technology solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.
Within the IT Infrastructure Unit and under the supervision of the Microsoft Systems Engineer, the Microsoft Cloud Expert participates in the CEB's Microsoft systems and platforms management that support users access and information processing, and internal and external collaboration.
KEY RESPONSIBILITIES
- Participate in the day to day administration of the Microsoft Solutions Services (on premise and Cloud in particular);
- Maintain Microsoft Solutions services, and all related components, in good working order, with a particular focus on AD, O365, W365, Dynamics365, CoPilot, mail, telephony, MDM and Azure solutions, ensuring all systems are kept up-to-date and are performing at optimal levels;
- Actively participate in the migration of CEB's Microsoft systems to Microsoft Cloud solutions (O365, Azure, Intune and Microsoft Defender);
- Collaborate closely with the user support team to design and implement user support services, including desktop imaging, mail, and user authentication services;
- Create comprehensive documentation of procedures and facilitate knowledge transfer to the user support team;
- Provide advanced diagnostics and resolve any technical problems related to Microsoft Solutions Services, including the end-user computing environment;
- Provide detailed documentation of procedures and ensure reporting of activities to enable monitoring of system availability and service quality;

- Participate in the evolution of Microsoft-related systems implementations and monitoring;
- Enforce information security policy, standards, and guidelines for technology implementations;
- Proactively identifies IT risks including in IT technical implementations;
- Assist the IT security team and IT security matters such as incident response, intrusion detection management and IT Security advisories.
Profile
Academic background:
- An advanced university degree in computing engineering or equivalent.
- A minimum of Microsoft certifications on AD, Exchange, Office 365 and Azure is required.
Professional background:
- The incumbent should have experience that enables him/her to master proficiency in controlling of applications and technical architectures with Microsoft (on premise and Cloud in particular) and security technologies:
- Good knowledge of security management, auditing methodology, technology risk assessments;
- O365 subject matter expert
- Good understanding of Microsoft Licensing and Microsoft Azure Capacity planning. Expert of several technologies such as MS Active Directory, Entra ID, MS Exchange, Office365 solutions, Microsoft Intune, Azure Network and infrastructure solutions, W365, Dynamics365, CoPilot, MDT, PKI, etc.;
- Experience in IT project integration and operations;
- Proficiency in Windows Operating systems,
- Good knowledge in VMWare, Quest, ServiceNow would be appreciated
- Minimum of 5 years professional experience as a system expert or engineer, preferably gained in the banking sector, with a software provider or consulting company ;
- Strong problem-solving skills (Level 2 and Level 3)
- Strong capacity to support business partners in their needs;
- Strong project management skills and structured approach to development;
- Ability to document technical implementations and procedures.
- Ability to perform his/her tasks in accordance with internal procedures and charters governing the IT activities.
Language skills:
- Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Employment Conditions
1) Initial 4-year appointment (incl. a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.
2) Grade and salary:
- B5/B6
- Depending on level of experience, monthly salary range starts between EUR 5,786 and EUR 6,725, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)
