Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Technical Assessment & Monitoring Directorate (TAM) supports the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank’s lending activities. TAM further seeks to enhance the quality and impacts of Bank-financed operations by advising beneficiaries on project preparation and implementation. It comprises the Technical Advisors Division (TAM-TA), including the Environmental and Social Sustainability Unit, and the Procurement Division (TAM-PROC), dealing with both project-related procurement and corporate procurement.

TAM-PROC Division is looking for a Junior Procurement Officer to support Project and Corporate Procurement activities. The incumbent will need to contribute to, assist with the organisation, monitor and contribute to advising on all administrative and technical aspects of corporate procurement procedures for the procurement of services, goods and works for the Bank. Additionally, the incumbent will offer information and advice to CEB borrowers, beneficiaries, and staff on project-related procurement processes, ensuring compliance with internal and external rules to safeguard the Bank from reputational risks. The role also includes preparing pre- and post-reviews of procurement dossiers.

The incumbent will report to the Head of Procurement Division and work in close collaboration with internal and external stakeholders.

KEY RESPONSIBILITIES

1)      Project Procurement

  • Assist in the review and management of technical procurement aspects for CEB-financed projects:
  • Review procurement documents provided by borrowers or beneficiaries (including EU-financed grants).
  • Clarify information with stakeholders and ensure compliance with national legislation and CEB guidelines.
  • Draft and present No Objection reports for final clearance by the Head of Procurement Division.
  • Serve as an alternate procurement focal point within project teams from appraisal to implementation phases.
  • Conduct project-specific procurement assessments during appraisal and implementation.
  • Participate in project-related missions, offering procurement advice and training to stakeholders.
  • Research borrowers’ procurement practices, providing recommendations to align with international best practices.
  • Monitor changes in national procurement legislation, assess impacts on CEB-financed pro-jects, and share findings with the team.
  • Identify and facilitate knowledge-sharing opportunities, providing training to borrowers to enhance procurement capacity and reduce risks.
  • Prepare activity reports on project procurement activities.

2)      Corporate Procurement

  • Support the organisation and management of tendering and market consultations for corporate procurement:

  • Assist internal clients in drafting tender documents, selection criteria, and tender scenarios.

  • Draft instructions to tenderers and review final tender documents for clearance.

     

  • Coordinate tender publication, manage bid openings, and organise evaluation meetings.

     

  • Contribute to the preparation of evaluation reports and final recommendations.

     

  • Act as a point of contact for tenderers, providing guidance and resolving disputes when necessary.

     

  • Support the execution of procurement procedures for technical assistance and grant awards:

     

  • Assist in preparing tender documents, evaluating offers, and managing communication with tenderers.

     

  • Support the preparation and execution of Call-Off Orders under Framework Contracts.

     

  • Manage call for proposals, from document preparation to contract signature.

     

  • Maintain accurate procurement documentation and contribute to activity reports on corporate procurement matters.

Profile

Academic background: 

  • An advanced university degree in Procurement, Project Management, Supply Chain Management, Business Administration, Law or equivalent.

      

Professional skills:

  • Minimum 1 to 3 years of experience acquired in an international organisation, International Financial Institution, EU Organisation, investment banks in procurement.

     

  • Demonstrated experience in (public) procurement (including tender preparation, offers evaluation and reporting), as well as in contract management.

     

  • Solid understanding of public procurement principles, including EU regulations and international best practices.

     

  • Knowledge of procurement in a project financing context (for Project Procurement) and corporate procurement processes (for Corporate Procurement).

  • Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Employment Conditions

1) The CEB offers an initial 4-year appointment (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

2) Grade and salary:

  • A1-A2
  • Depending on level of experience, monthly salary range starts between 5,882 € and 7,517 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)
