Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities. 

 

The Office of the General Counsel (OGC) manages legal risks at the CEB by providing legal advice to the Directorates, management and organs. OGC intervenes in projects and capital market operations as well as in administrative and institutional matters by advising on contractual matters, following up on applicable regulations in all these areas and managing litigation concerning the CEB’s activity and staff disputes.

 

The Administrative Issues Unit is primarily responsible for providing legal advice and support to the CEB to ensure that the Bank’s activities, particularly corporate and administrative matters, are conducted in accordance with applicable agreements, rules, governing policies and relevant jurisprudence.

 

The Office of the General Counsel is looking for an intern for its Administrative Issues Unit. S/he will work under the supervision of experienced colleagues to carry out a work assignment and will report to the Legal Counsels and the Deputy General Counsel/Head of Administrative Issues Unit.

Main Responsibilities:

  • The Intern will provide support for the activity and, more particularly, may assist the Legal Counsels in providing legal advice/support, including translations, on the following matters:

    • Human Resources (Staff Regulations, internal rules, staff disputes);
    • Privileges and immunities of the Institution and its staff;
    • Procurement and contracting of services for the Bank’s own account;
    • Development/update of internal procedures/knowledge management tools;
    • Preparation of research papers/ presentations concerning topics of relevance for the OGC.

       


       

Profile

Academic background:

  • Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent).
  • Studies in Law, focused on International Administrative Law, Law of International Organisations, or International/European Law.

     

Professional background and skills:

  • Analytical skills: capacity to analyse, structure and summarise legal information, ability to assess implications, attention to accuracy and detail in legal documents.

  • Advising and drafting skills.

  • Ability to handle multiple priorities and work to challenging deadlines.

  • Sound knowledge of current IT tools, including electronic document management tools.

     

Applicants to the CEB Internship Programme are not required to have professional work experience, but any experience relevant to the role would constitute an advantage.

Language skills: Excellent command of one of the two CEB official languages (English and French), both oral and written. Working knowledge of the other one is desirable.

Employment Conditions

Internship duration: The selected candidate will undertake an internship for the duration of 6 months, starting in February 2025. Some flexibility regarding the starting date can be granted to match the Intern’s schedule/requirements of their academic institution.

 

Internship allowance: lnterns at the CEB are paid 1 800 € per month as a flat-rate indemnity to contribute towards living costs, public transportation and accommodation. Travel expenses or other costs are not met by the Bank. 

 

Admission to an internship does not confer on the intern the status of a CEB staff member, nor does it confer any entitlement to subsequent appointment on a permanent or temporary basis.
