Description
The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. The Directorate comprises four Divisions: Corporate Responsibility & ESG Reporting, Human Resources, Facility & Travel Management and Information Technology Divisions.
The Human Resources Division attracts, develops and retains the right staff in the right jobs to provide the CEB with a diverse, competent and adaptable workforce.
The Human Resources Division is looking for a coordinator to handle payroll and pension processes, provide administrative support, specialist assistance and advice with a view to quality, efficiency and cost-consciousness. He/she will report to the Head of HR Services and work closely with colleagues in the Human Resources Division and across the Bank.
Key responsibilities
Payroll management
- Prepare and manage around 250 monthly payrolls, covering various sites and compensation and benefits profiles/packages, via SAP SuccessFactors Employee Central Payroll (ECP).
- Check accuracy of pay slips and produce tracking and reporting files.
Staff administration
- Monitor administrative files relating to salaries and benefits: promotions, family events, arrivals/departures, etc.
- Prepare the documents needed to process monthly staff payrolls in accordance with the CEB Staff Regulations and Rules (payroll constants and variables), and assist the Payroll and Controlling Officer and the Head of the HR Services Unit in analysing, calculating and paying employee benefits.
- Ensure administrative follow-up and controls in the area of benefits in accordance with the Staff Regulations and Staff Rules (Articles of Agreement)
- Inform and advise agents on HR procedures and resolve problems relating to salaries, benefits and leave.
Pension administration
Assists the Payroll and Controlling Officer and the Head of the HR Services Unit with:
- Pension files,
- Pension calculations,
- Monthly payroll control.

Insurance management
- Assist in the management of medical and social coverage for active staff, pensioners and beneficiaries.
- Update insured data, interface with insurers, and contribute to the calculation of monthly premiums.
Time and absence management
- Participate in the administration of working hours and absences via the SAP SuccessFactors module.
- Verify application of internal leave rules.
Projects and general HR support
- Contribute to the maintenance and improvement of HR tools (HRIS, staff portal).
- Support internal and external audits, and provide administrative support on payroll and benefits issues.
Profile
Academic background:
- Diploma of general secondary education or, preferably, a higher education qualification in Accounting, Business administration or (Administrative) Law, Human Resources, Payroll Management or, Social Sciences.
Professional background:
- At least four years of proven experience in compensation and benefits, payroll management and accounting gained ideally an international organisation, international financial institution or international bank.
- Excellent accuracy and solid numerical skills.
- Proven experience of using the SAP SuccessFactors Employee Central Payroll (ECP) module integrated with the SAP SuccessFactors HR suite (mainly Employee Central and Time Management modules), ideally in a cloud / public sector context.
- Proficiency in the use of standard office software (MS Office suite, etc.), advanced Excel and Payroll tools such as HRA, or equivalent
- Excellent planning, work organisation and multi-tasking skills to ensure effective and timely output in an autonomous way and with a focus on priorities.
- Good analytical and problem-solving skills.
- Good listening skills combined with complete discretion and full respect for confidentiality.
Language skills:
- Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Employment Conditions
1) Initial 1-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years.
2) Grade and salary:
- B3/B4
- Depending on level of experience, monthly salary range starts between € 4,364.32 and € 4,981.53, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
