The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. The Directorate comprises 4 Divisions: Facility & Travel Management Division, Corporate Responsibility & ESG Reporting, Human Resources and Information Technology.

The Information Technology Division (CS-IT) provides quality IT services and innovative information technology solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.

Within CS-IT, the IT Architecture Unit is looking for an experienced Data Architect. He/she will report to the Head of IT Architecture and will be responsible for defining and implementing data architectures adapted to the needs of the CEB and in line with the guiding principles of its information system. He/she will also contribute to the successful completion of the Data transformation while respecting the CEB's strategic orientations. Then, he/she will be a key player in the implementation of a data governance framework adapted to the CEB's needs.


Main Responsibilities

  • Support business analysts in qualifying requirements to support enhancements or enable project scoping activities requiring the implementation of data management solutions.

  • Analyse, identify and compare architectural solutions to meet requirements (including functional and technical architectures).

  • Propose architectural solutions to meet the needs of analytical use cases (BI), respecting the ingestion, collection, storage, preparation and visualization chain.

  • Produce reliable estimates for implementing data solutions, in collaboration with system and technical experts at CEB.

  • Analyse gaps and propose changes to existing semantic data models to meet business needs (conceptual, logical and physical layers).

  • Validate and contribute to design documents and functional and technical specifications.

  • Support data-intensive projects to ensure that architectural principles are properly taken into account.

  • Update CEB's data catalogue in collaboration with the IT and business players, ensuring that CEB's “data products” and “data assets” are properly defined.

  • Setup and maintain CEB’s information model and its mapping to systems while helping teams (IT and business) to adopt it.

 

The Data Architect carries out the following recurring activities:

  • Production of architectural documents (general and technical).
  • Production of architectural diagrams and maintenance of the CEB's reference cartography (covering the business, logical, application, data and technical layers).
  • Ensuring the translation of cybersecurity and regulatory compliance requirements into the design of architectures.

 

The Data Architect will also contribute to:

  • Respecting and adopting the strategic vision of the information system.
  • Organising and leading architecture reviews (Design Review Board).
  • Maintaining and developing the data technical consistency framework: best practices in architecture, design, security standards, confidentiality and legal compliance.
  • Ensuring that CEB’s data platforms are used in compliance with best practices.
  • Promoting best practices in data governance and data quality.

Profile

Academic background:

  • An advanced degree (master's) - university, engineering school - in computer science with a data specialization or equivalent.

 

Professional background:

  • Minimum 8 years' experience as an architect, including 5 years' successful experience in functional and technical Data architectures in a financial environment.
  • Good expertise in data modelling techniques, including conceptual, logical and physical modelling. Mastery of relational database design, normalization and denormalization strategies (excellent command of SQL).
  • Knowledge of enterprise architecture frameworks (TOGAF certification desired) and practical experience in their application.
  • In-depth knowledge of patterns and experience with integration architectures (real-time or near-real time, service-oriented, API, file-based, etc.).
  • Good command of modern development processes and tools (DevOps, Git, CI/CD) desirable.
  • Solid knowledge of data architectures and cloud environments. Certifications or experience with Azure cloud are desirable.
  • Good command of data engineering practices (ETL, ELT) and technologies such as Python, Spark, SQL desirable.
  • Comfortable with NoSQL databases and modelling for unstructured data.
  • Knowledge of the main types of operational and analytical data architectures (MDM (Master Data Management), datawarehouse, datamart, datalake, as well as lakehouse).
  • Very good knowledge of and experience with Microsoft data technologies (Fabric, Power BI, Pureview) would be a plus.

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of one or more other Member State language(s) is an asset.

Employment Conditions

1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.


2) Grade and salary:

  • B5/B6
  • Depending on level of experience, monthly salary range starts € 5,786.79 and € 6,725.45, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)
