Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. The CEB approves projects according to strict social, environmental and governance criteria, and provides technical assistance. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. In addition, the CEB receives funds from donors to complement its activities.

 

The Technical Assessment & Monitoring Directorate (TAM) supports the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank’s lending activities. TAM further seeks to enhance the quality and impacts of Bank-financed operations by advising beneficiaries on project preparation and implementation. It comprises the Technical Advisors Division, including the Environmental and Social Sustainability Unit, and the Procurement Division, dealing with both project-related procurement and corporate procurement.

TAM is looking for an Analyst to contribute to the activities of the Technical Assessment & Monitoring Directorate, focusing in particular on gender equality; thereby supporting the Bank in the implementation of its Strategic Framework 2023-2027, particularly on gender aspects and its broader social cohesion mandate.

The Analyst will contribute to ensuring and enhancing the quality of the projects proposed for financing by the CEB by identifying gender-specific opportunities during project due diligence and managing them throughout the project cycle. The role involves being the focal point for gender equality in the Directorate, building capacity across TAM to handle gender aspects in projects, as well as supporting the development of policies, internal guidelines and procedures related to maximising gender-related benefits and impacts. They will report to the Director of the Technical Assessment and Monitoring Directorate.

 

KEY RESPONSIBILITIES

 

Reporting to the Director of the Technical Assessment and Monitoring Directorate, the incumbent will be in charge of the following tasks:

  • To contribute to strengthening the CEB’s policies, internal guidelines and procedures relating to gender equality. This includes methodological frameworks for assessing gender-related impacts in operations and developing tools, methodologies and guidance documents within the CEB, such as new policy approaches addressing gender equality and other related social priorities.

  • To contribute to due diligence of new project proposals submitted to CEB for financing, including in particular the assessment of gender-analysis and opportunities, and monitor the management of gender-focused safeguards in ongoing projects.
  • To collaborate with internal teams and external stakeholders to integrate gender considerations into project design and implementation, fostering inclusivity and social sustainability, documenting the actions taken and providing input throughout the project cycle in order to effectively manage gender-related matters.
  • To develop and deliver (case-based) training to enhance knowledge and capacity of relevant staff (within TAM in particular) to handle gender considerations in projects, including conducting gender analyses, promote gender mainstreaming and measure gender-specific results.
  • To work in partnership with relevant units within the CEB in order to mobilise technical expertise enhancing the projects’ social sustainability by addressing gender inclusivity and promoting gender-responsive solutions.
  • To map and analyse gender-related trends and practices of CEB member countries.

Profile

Academic background: 

  • An advanced university degree (Masters or equivalent) preferably in social sciences, gender studies social studies, political sciences, community development, planning, applied economics, statistics, law or related discipline.

  •  Complementary education and/or relevant experience on social aspects and gender analysis required

Professional background:

  • Minimum 3 years of professional experience of gender aspects in project financing, acquired if possible in multilateral or national financial institutions.
  • Professional experience in identification, management and monitoring of gender risks and impacts, incl. carrying out gender analyses, in social infrastructure projects.
  • Knowledge of international standards and gender policies (e.g., UN SDGs, EU Gender Action Plan).
  • Experience working on social infrastructure operations in the public and private sector in Eastern and Central Europe, would be an asset.
  • Experience and significant interest in with the development and implementation of gender strategies, policies, and procedures.
  • Experience in application of gender safeguards by financial institutions and knowledge of international standards (i.e. those of international financial institutions) strongly preferred.
  • Excellent analytical skills: demonstrates problem solving and judgement skills to find appropriate solutions within a short delay; is able to analyse and structure ideas, synthesis of information and documents
  • Excellent drafting skills, including capacity to present information and data clearly and compellingly using graphical representations and visualisations.
  • Excellent quantitative skills, including using modelling and scenario-building skills, previous experience working in a social data-driven environment preferred.
  • Excellent report writing skills, at par with standards in international organisations.
  • Strong analytical, reasoning, communication skills and ability to write in a well-structured, concise and persuasive manner on technical issues.

     

  • Ability to handle multiple, simultaneous and shifting demands and assignments, priorities and deadlines.

     

  • Diplomatic attitude to ensure a solution-orientated dialogue around social safeguards.

     

  • Ability to deliver high quality and timely outputs under tight deadlines and with a professional, positive attitude.

 

IT skills:

  • Sound knowledge of MS Office applications, especially with PowerPoint, MS Word, and Excel including spreadsheets and graphics; experience in working with database software would be a plus.

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  •  Knowledge of one or more other Member State language(s) is an asset.

Employment Conditions

1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

 

2) Grade and salary:

  • A1/A2
  • Depending on level of experience, monthly salary range starts between € 5,882.90 and € 7,517.11 plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination).
