Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The CEB’s Office of Evaluation (EVO) contributes to the Bank’s accountability and learning by undertaking independent evaluations of selected operations, initiatives and instruments with a view to highlighting areas for improvement in the Bank’s activities. EVO assesses whether the reviewed operations and activities are relevant in view of the Bank's mandate and effective in achieving the defined objectives, using adequate resources and contributing to social impact. Evaluations also review whether the CEB-financed operations are sustainable.

EVO further contributes to the dissemination of evaluation related knowledge both internally and externally through various outputs and knowledge sharing events.   

The Office of Evaluation is looking for an intern to assist in the preparation/implementation of planned/on-going evaluations as well as to contribute as needed to other EVO deliverables or activities.

Main Responsibilities:

  • Support the evaluation team in collecting and analysing data and information required for carrying out on-going evaluations and contributing to the preparation of selected EVO deliverables (such as evaluation reports, abstracts, working papers for publication). This would include researching pertinent data and information, identifying and reviewing relevant project or sector-related literature, attending and contributing to interviews with internal and external stakeholders, as well as elaborating charts and figures to be included in evaluation deliverables;

  • Contribute to detecting and flagging pertinent issues in relation to assigned activities and to enhancing the quality of EVO’s outputs;  

  • Assist in logistics and administrative tasks related to meetings, presentations and knowledge sharing events organized by EVO.

     

Profile

Academic background:

  • Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent).

  • Studies in evaluation, development studies, economics, social/political sciences, urban/environmental studies, business administration, international affairs or related fields.

     

Professional background and skills:

  • Strong interest in social, economic and environmental issues and policies in CEB member countries;

  • Knowledge of evaluation work/methodologies would be an asset;

  • Technical/IT skills: high proficiency in MS Office; Excel and PowerPoint; familiarity with additional data analysis and data presentation software would be an advantage.

Applicants to the CEB Internship Programme are not required to have professional work experience, but any experience relevant to the role would constitute an advantage.

Language skills: Excellent command of one of the two CEB official languages (English and French), both oral and written. Working knowledge of the other one is desirable.

Employment Conditions

Internship duration: The selected candidate will undertake an internship for the duration of 6 months, starting in February 2025. Some flexibility regarding the starting date can be granted to match the Intern’s schedule/requirements of their academic institution.

Internship allowance: lnterns at the CEB are paid 1 800 € per month as a flat-rate indemnity to contribute towards living costs, public transportation and accommodation. Travel expenses or other costs are not met by the Bank.

Admission to an internship does not confer on the intern the status of a CEB staff member, nor does it confer any entitlement to subsequent appointment on a permanent or temporary basis.
