Description

The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. The Human Resources Division (CS-DHR) attracts, develops and retains the right staff in the right jobs to provide the CEB with a diverse, competent and adaptable workforce.
The Talent Management Unit is looking for a skilled and experienced HR Business Partner – Performance Management and Learning & Development Specialist to support managers and team members on Talent management topics (career progressions, performance, training, team development, roles, recruitment), to ensure delivery of the employee performance management processes, and to manage implementation of various Learning & Development initiatives. S/he will report to the Head of Talent Management Unit and work in close collaboration with colleagues in the HR Division and across the Bank.
Main Responsibilities:
- Partner with the CEB’s managers and teams to discuss career progression, advise on possible progression paths, review skills and knowledge requirements.
- Accompany managers and teams in the performance cycle, discuss employee performance, advise on reward of employees, advise on roles and team development with manager.
- Support identification of learning and development opportunities.
- Coordinate leadership development and mentorship programmes.
- Problem solve support to manager to address team needs, offer advice and meet coaching needs.
- Supervise assigned HR Coordinator in Learning & Development and Performance work.
- Oversee Learning & Development budget for validation and Learning & Development budget training expenses.
- Serve as a liaison on a broad scope of HR topics between the HR team and the managers and team members: place in contact the appropriate person in HR with the team member/manager.
- Develop, implement updates and provide advice on performance management systems, processes and tools.
- Design job classification and promotion systems, policies and tools in collaboration with the Compensation and Benefit Specialist.
- Oversee the development and update of data on performance management, training and other development for internal and external reporting purposes.
- Oversee and/or negotiate with suppliers, oversee contract signature.

- Support the Bank’s managers on recruitment and sourcing: validate recruitment strategy and accompany the managers throughout the selection process.
- Draft Staff Regulations, Rules, Policies and Guidelines on performance management, learning and development and communicate them as appropriate.
- Draft presentations, memos and reports for internal and external communication purposes.
- Manage the update of HR intranet and HR communication.
- Regularly attend conferences, seminars and other industry events to network, develop long-lasting professional relationships and keep abreast of HR trends and best practices.
- Contribute to various HR initiatives, support activities related to employee engagement, talent review, succession planning, and others.
Profile
Academic background:
- A higher education degree in human resources or business administration or equivalent.
Professional background:
- 5 to 7 years of experience ideally acquired in an International organisation, International Financial Institution, EU Organisation, Investment bank.
- Demonstrated experience in employee learning and development, performance management, training and related digital tools.
- Knowledge of team management, team development, team organisation and succession planning.
- Strong capacity to communicate, advise, influence and exchange with teams and managers on human resources matters.
- Sound judgement skills and ability to evaluate situations and assess human and legal risks, opportunities and results.
- Good ability to propose proactive actions to achieve strategic objectives.
- Proficiency in the use of standard office software (MS Office suite, Zoom, etc.) and strong digital skills (software selection, development, testing, production, monitoring).
Language skills:
- Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of one or more other Member State language(s) is an asset.

Employment Conditions
1) The CEB offers an initial 2-year appointment (including a one-year probationary period), with, under certain conditions, the possibility of renewal.
2) Grade and salary:
- A2
- Depending on level of experience, monthly salary range starts at € 7,168, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination).

As an international organisation, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
