The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. It works to strengthen social cohesion and build thriving communities in its 42 countries by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The CEB is currently looking for an experienced leader, driven by the social mandate of the Bank, to head up its Loans & Social Development Directorate (L&D). L&D develops relations with borrowers, identifies opportunities for financing social investments, manages key aspects of project appraisals, negotiates contracts, structures financial offers and monitors use of funds.

The successful candidate will lead and motivate a multicultural team of approximately 50 professionals, mostly based in Paris, France, and including a few staff based at the CEB Project Office in Ankara, Turkey. At the heart of the project lifecycle, cooperating closely with other CEB Directorates to develop the Bank’s loan and grant operations, the L&D Director will be a member of the senior management team and report directly to the Governor.

Main responsibilities:

  • Provide leadership and guidance to L&D staff members of the Projects Division, which identifies, screens and coordinates the appraisal, financing and monitoring of bankable social investment projects; of the Grant Operations & New Instruments Division which oversees and manages EU grants and other donor-funded projects and programmes; and the Operations Support Division which supports project and loan activities through project monitoring, pricing and reporting activities.


  • Advise the Governor, executive bodies and internal committees on projects, loan and grant operations as well as on possible new business opportunities for the Bank, by participating in strategic working groups and in CEB management meetings.


  • Manage the Directorate's operations, activities and resources in close collaboration with other Directorates.



Academic background:

  • A degree in Banking, Finance, Economics, Law, Public Policy or other relevant discipline.


Professional background:

  • Demonstrated professional track record, spanning at least 15 years in banking and finance, and including at least 5 years of senior-level leadership and people management experience, with demonstrated positive results.
  • In-depth understanding of banking and financial issues, including related to International Finance Institutions (IFIs).
  • Excellent capacity to develop and maintain an efficient professional network.
  • Capacity to spur business origination in line with the objectives of one’s institution.
  • Excellent strategic thinking, including an ability to translate concepts and general policy orientation into concrete proposals.

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other member countries languages would be an asset.

Employment Conditions

  • The CEB offers a 3-year appointment (including a one-year probationary period), renewable.
  • Depending on level of experience, the basic salary starts between EUR 13,200 and EUR 14,500 per month. For more information, please consult the CEB Basic Salary Scale on the CEB website.

As an international organisation, the CEB enjoys a special status by which staff salaries are exempt of income tax in France. In addition to the basic salary, the remuneration package includes benefits based on the family situation, medical insurance as well as participation in the Bank’s pension scheme.
