The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.


The CEB is currently looking for an experienced and skilled communications manager to head its Communications Team, enhancing the Bank’s communication to maximise its positive impact. The successful candidate will manage communication activities, in particular external, and team, in a results-oriented way. S/he will closely collaborate with colleagues across the Bank and report to the Governor.


Main Responsibilities:

  • Coordinate the definition of the CEB’s internal and external communication strategy with the Governor and senior management.
  • Lead and monitor the implementation of the strategy in line with CEB‘s corporate objectives.
  • Advise the Governor and senior management in all their public activities and internal communication
  • Supervise and participate in the organisation of events, media activities and PR actions.
  • Oversee CEB’s institutional publications and the management of relevant service provider agencies, ensuring quality control as necessary.
  • Serve as point of reference of the internal network of communication correspondents.
  • Lead the communication team to achieve the strategic objectives of the Unit. Advise and coach other CEB staff on communication activities.


Academic background:

  • An advanced university degree in communications, journalism, finance, economics, political science or other relevant discipline.


Professional background:

  • At least 10 years of relevant and international experience, including people management experience, gained in a private or public financial institution. Experience from an International Financial Institution is an asset. Strong orientation to team culture and cross-functionality.
  • Thorough knowledge of the Bank’s activities, finance and analytics.
  • Expertise in internal and external communications, applicable to an intergovernmental context.
  • In-depth comprehension of international, political, economic, social and cultural contexts, in particular those related to multilateral activities of relevance to the Bank.
  • Strong capacity to coordinate initiatives to successful completion and proven ability to drive complex projects
  • Sound judgment and discretion in keeping sensitive information confidential.
  • Capacity to work in time-sensitive, complex and rapidly evolving situations, combined with the ability to deliver results with limited resources.


Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and good knowledge of the other, with a commitment to reach a very good working level.
  • Knowledge of (an)other member country language(s) would be an asset.

Employment Conditions

1) Contract: the CEB offers an initial appointment of three years (including a one-year probationary period), with, under certain conditions, the possibility of renewal.

2) Grade and salary:
• A4-A5
• Monthly starting salary 9,350€, plus allowances based on eligibility, exempt of French income tax.
• Grades are established without any discrimination (including gender discrimination)
• Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.

As an international organisation, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
