The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The Finance Directorate (FIN) ensures that the CEB’s financial management preserves its robustness and resilience in the pursuit of its social mandate. The Funding Division (FIN-FUND) maintains access to sustainable financial resources at competitive terms to finance the CEB’s activities. FUND issues bonds in the international capital markets (i.e. CEB’s pioneering Social Inclusion Bonds), and ensures continuous relations with institutional investors, banks, market associations and peer institution to diversify and ensure the quality of the CEB’s investor base.


We are currently looking for a skilled and dynamic Funding Officer to assist the Head of Funding Division and the Senior Funding Officers in managing the global relationships with banks, institutional investors and other fixed income market participants. S/he will report to the Deputy Director of the Finance Directorate/Head of the Funding Division and work in close collaboration with colleagues in FIN and other colleagues across the Bank, as appropriate.




Main Responsibilities:

  • Execute and secure funding transactions via syndication or private placement (MTN or N-bonds) in compliance with the funding programme, financial framework and rules to cover the Bank’s lending, investment and repayment needs.
  • Carry out hedging operations in various currencies, structures and maturities.
  • Monitor current market developments and investor demand.
  • Prepare presentations on the Bank’s funding-related activities. Participate in meetings, roadshows and communication activities with investors to promote the CEB and raise funds in international capital markets. Participate in IFI working groups to exchange on best practices.
  • Follow up on documentation related to funding transactions in liaison with in-house lawyers.
  • Prepare daily market updates and analysis. Follow developments on Sustainable Finance or Fintech issues. Manage and develop databases.


Academic background:

  • A university degree in Finance, Economics, Engineering or related field.


Professional background:

  • Minimum 5 years of experience in capital markets, with in-depth knowledge of fixed income markets including derivatives.
  • Advanced knowledge of Excel.
  • Very good knowledge and practical experience of using Bloomberg and Reuters.
  • Proven ability to manage databases.
  • Good capacity to deal with different points of views and to communicate on critical issues while remaining assertive in front of people with authority.
  • Good writing and strong presentation skills: can communicate, present and draft reports clearly, concisely and convincingly.


Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Employment Conditions

1) The CEB offers an initial 4-year appointment (including a one-year probationary period), with, under certain conditions, the possibility of renewal.


2) Grade and salary:

  • Grade A2-A3
  • Depending on level of experience, monthly salary range starts between 6,750 € and 8,300 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination).

As an international organisation, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
