Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

 

The Loans & Social Development Directorate (L&D), at the heart of the project lifecycle, cooperates closely with other CEB Directorates to develop the Bank’s loan and grant operations, within the orientations of the CEB’s Development Plan, and fulfil the CEB’s distinctive social mandate. L&D develops relations with borrowers, identifies opportunities for financing social investments, manages key aspects of project appraisals, negotiates contracts, structures financial offers and monitors use of funds. The Grant Operations & New Instruments Division (L&D-GO), under the framework of the CEB’s loan and project financing policy, oversees and manages EU grants and other donor-funded projects and programmes.

 

The CEB opened its local office in Kyiv in September 2024. The decision was driven by the need to strengthen the Bank’s presence in Ukraine to enhance CEB’s ability to engage effectively with local stakeholders, support CEB Project Teams during the project life cycle, including information gathering, coordination, supervision of technical assistance activities, field visits on the ground.

 

The CEB is looking for a skilled Liaison Officer, based in Kyiv. The Liaison Officer will support CEB Project Teams in Paris and CEB Liaison Manager based in Kyiv. The successful candidate will be located in Kyiv with occasional travels to Paris. He/she will report to the Head of Grant Operations & New Instruments Division and work in close coordination with the Liaison Manager, the Ukraine Country Manager, as well as with colleagues in other Directorates of the Bank.

KEY RESPONSIBILITIES

  • Support the CEB in on-the-ground communication and collaboration with government and local authorities, civil society organizations, the EU, donors, International Financial Institutions (IFIs), and other relevant stakeholders.
  • Assist with information gathering to keep CEB management, Project Teams and other staff informed about economic, legal, political, social, and other changes relevant to the CEB.
  • Facilitate smoother project implementation by supporting the Liaison Manager and CEB Project teams.
  • Assist in coordinating and overseeing technical assistance to local partners and assignments as needed to ensure effective implementation.
  • Support the CEB's presence at events such as working groups and conferences related to its sectors of activity and interest.
  • Provide logistical and administrative support for meetings, events, and visits of the CEB staff to Ukraine.
  • Assist with the activities of the CEB in Ukraine, including its administrative setup.

Profile

Academic background:

  • An advanced university degree in economics, social sciences or equivalent

 

Professional background:

  • Minimum of 3 years of proven professional experience in project coordination, administration, or stakeholder engagement, preferably within an international organisation, Multilateral Development Banks (MDB) or other International Finance Institutions (IFI), government agency or public sector entity.
  • Very good understanding of Ukrainian political, social and economic context, financial statements and budget processes.
  • Strong writing skills to draft clear, concise and convincing reports, presentations and documents.
  • Experience in supporting events, workshops, or meetings, including logistical and administrative tasks.
  • Good ability to propose proactive actions to achieve strategic objectives.
  • Capacity to adapt communication styles, including in writing, to address different audiences.
  • Ability to build and support effective partnerships with external stakeholders.
  • Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).
  • Strong multitasking capability

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Excellent command of the Ukrainian language, native proficiency would be an asset.

Employment Conditions

1) The CEB offers an initial 2-year appointment (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

2) Grade and salary:

  • A1 – A2
  • Depending on level of experience, monthly salary range starts between 5,882.9 € and 7,517.11 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination).

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
