Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Executive Office (EO) provides support to the CEB’s leadership and identifies strategic development and business transformation opportunities to broaden the CEB’s strategic perspectives and ensure a better delivery of its mandate. EO supports the Governor in his leadership role, coordinates with appointed officials, and explores opportunities for new developments and partnerships.

The Communication Division (EO-COM) promotes the CEB’s operations and achievements as a social development bank and contributes internally to the sense of belonging around institutional values. The Division manages CEB’s external communication tools, prepares and disseminates editorial content adapted to various target audiences and communication channels (website, intranet, social media, digital and print publications), supports events and initiatives aimed at raising the CEB’s visibility.

The Communication Division (EO-COM) is looking for an experienced Communication Officer who will contribute and support the Division’s mission by coordinating and creating content as well as raising the visibility for the Bank across all communication channels, including through events, media and social media, flagship publications, and digital products.

KEY RESPONSIBILITIES

 

  • Coordinate the production of the CEB’s corporate publications, including the Bank’s flagship reports. 

  • Create and coordinate content across communication channels, including the website, flagship publications, and digital products.

  • Coordinate the digital transition of the CEB, especially enhancing the content of the Bank’s external website as well as its navigation and look and feel, while ensuring that the portal serves as an effective means for disseminating the CEB’s corporate messages and activities.

  • Direct and produce videos and other communications materials, as needed, in collaboration with external partners/providers.

  • Draft and edit press releases, speaking points and Q&As for media interviews.

Profile

Academic background: 

  • An advanced university degree in journalism, communication, international relations and/or related field.

      

Professional experience:

  • At least 10 years of proven experience in a communication role acquired within an international organisation, International Financial Institution (IFI), European Institution, investment banks or policy-oriented research institution.

  • Proven experience in devising, and advising on successful communication strategies. 

  • Experience in drafting and editing and of overseeing publishing workflows, media engagement; social media and multimedia (photo and video); donor-related communication activities; and internal communications.

  • Excellent creative writing skills to draft clear, concise communication materials (reports, speeches, talking points, forewords and video scripts) aimed at different audiences and platforms.

  • An experience in the use of publishing and multimedia tools such as Creative Suite (InDesign, Photoshop, etc.) and digital publishing platforms, such as Quark, as well as web content management system would be considered as an asset.

  • Good analytical skills and understanding of the functioning of an IFI so as to be able to distil technical information into clear actionable messages.

  • Proven ability to work independently, commensurate with professional experience, while keeping the supervisor informed and seeking their approval at key milestones within a project or deliverable cycle. 

  • Good capacity to deal with differing points of views and to effectively communicate on critical issues.

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Employment Conditions

1) The CEB offers an initial 1-year appointment, with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

 

2) Grade and salary:

  • A2-A3
  • Depending on level of experience, monthly salary range starts between 7517 € and 9275 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
