Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The Strengthening Health Care Infrastructure for All (SHIFA) Project is a project financed by an EU grant of EUR 90 million under the Facility for Refugees in Turkey (FRIT) and managed by the CEB.

The aim of the project is to improve healthcare services in the Turkish provinces with a high density of Syrian refugees. The project is designed to make quality health care services more accessible to refugees and persons eligible for subsidiary protection in Turkey.

The project to be implemented under the authority of the Turkish Ministry of Health (MoH) throughout the Turkish territory will entail: (a) the construction of Extended/Migrant Health Centres, (b) the renovation of Extended/Migrant Health Centres, (c) the renovation and rehabilitation of Physiotherapy and Rehabilitation units in public hospitals, (d) the purchase of medical equipment and supplies, and (e) the purchase and delivery of maternity kits and basic hygiene kits. CEB’s role includes, in addition to managing the EU funds for the project, managing the SHIFA implementation and the related technical assistance, inter alia, for supervision and procurement support services required by the Turkish Ministry of Health. CEB shall also be in charge of communication and visibility activities, as well as monitoring and reporting.

The Bank is now recruiting a Technical Project Manager to ensure, on a day-to-day basis, that CEB’s contribution and support to the SHIFA implementation are in line with the SHIFA policy framework, objectives and schedule that will be established. The chosen candidate will work at CEB Project Office - Ankara, within the Bank’s Directorate for Loans & Social Development, under the direct supervision of the Head of Project Office - Ankara, and in close coordination with the other members of the Project Office – Ankara team and Bank colleagues in Paris.


Roles and Responsibilities

Project development

  • Assist the MoH in developing their SHIFA project pipelines through to project maturity
  • Scope, review and analyse proposed projects in terms of their operational, technical, environmental and social aspects, and ensure subsequent follow-up of approved projects
  • Ensure that all applicable guidelines and procedures (CEB, regional, national) are being followed

 

Management of tendering processes and budgets

  • Review tender dossiers for works, supplies and services before they are submitted by the MoH for CEB’s approval
  • Review requests for amendment of project budgets

International standards and assessments

  • Regularly review the institutional arrangements for implementation throughout the project cycle to ensure that they are in line with international standards
  • Carry out regular assessments of economic, social and environmental sustainability of the components of the project

 

Technical assistance

  • Plan and supervise expert assignments to provide technical assistance for SHIFA implementation. Tasks include, inter alia, identification of technical assistance needs, elaboration of Terms of Reference, coordination of consultants’ selection and contracting process, monitoring and follow up on consultants’ tasks and obligations

 

Monitoring, reporting and stakeholder management

  • Ensure regular updating of various SHIFA management tools such as Gantt charts, Procurement Tracking System and Risk Management tables
  • Any other tasks judged necessary to provide efficient services and support to the SHIFA;
  • Prepare periodical progress reports and contribute to CEB’s reporting requirements;
  • Maintain professional contacts with stakeholders, in line with the roles and responsibilities within the Project Office - Ankara
  • Any other tasks that may be necessary for the provision of efficient services and support by Project Office - Ankara.

Profile

Education:

  • Master’s degree in a relevant field (e.g. architecture or civil engineering)

 

Experience:

  • At least 5 to 7 years of relevant project management experience
  • Experience with donor-funded projects
  • Management of consultants and familiarity with project cycle management would be strong assets
  • Willingness and ability to undertake a significant amount of travel within Turkey.

 

IT / Technical skills:

  • Advanced knowledge of Excel
  • Excellent knowledge of the MS Office Suite
  • Experience in project management and CAD software
  • Experience in using electronic archiving systems will be an asset.

 

Communication and language skills:

  • Good capacity to deal with different points of views and to communicate on critical issues while remaining assertive in front of people with authority
  • Good writing, editing and strong presentation skills: can communicate, present and draft technical reports clearly, concisely and convincingly
  • Excellent knowledge of Turkish and English, both oral and written
  • Command of French, the second official language of the Bank, will be an asset

Employment Conditions

Monthly salary starting at either 19 950 TRY or 24 610 TRY, plus allowances based on eligibility, exempt of income tax.
In addition to this, our offer includes:
• dependent child allowance based on eligibility
• medical insurance
• a leaving allowance at the end of appointment with CEB (when less than 10 years of service)
Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
Appointment will be as a locally recruited temporary staff member for a period of 2 years, renewable, with a probationary period of two months.
