Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The Strengthening Health Care Infrastructure for All (SHIFA) Project is a project financed by an EU grant of EUR 90 million under the Facility for Refugees in Turkey (FRIT) and managed by the CEB.

The aim of the project is to improve healthcare services in the Turkish provinces with a high density of Syrian refugees. The project is designed to make quality health care services more accessible to refugees and persons eligible for subsidiary protection in Turkey.

The project to be implemented under the authority of the Turkish Ministry of Health (MoH) throughout the Turkish territory will entail: (a) the construction of Extended/Migrant Health Centres, (b) the renovation of Extended/Migrant Health Centres, (c) the renovation and rehabilitation of Physiotherapy and Rehabilitation units in public hospitals, (d) the purchase of medical equipment and supplies, and (e) the purchase and delivery of maternity kits and basic hygiene kits. CEB’s role includes, in addition to managing the EU funds for the project, managing the SHIFA implementation and the related technical assistance, inter alia, for supervision and procurement support services required by the Turkish Ministry of Health. CEB shall also be in charge of communication and visibility activities, as well as monitoring and reporting.

The Bank is now recruiting a Procurement Advisor to form part of the CEB Project Office - Ankara team and support the implementation of the project. The chosen candidate will work at the Project Office - Ankara, within the Bank’s Directorate for Loans & Social Development, under the direct supervision of the Head of Project Office - Ankara, and in close coordination with the other members of the Project Office – Ankara team and Bank colleagues in Paris.

 

Roles and Responsibilities


Procurement and legal analysis and advice

  • Ensure, on a day-to-day basis, that CEB’s contribution and support to the SHIFA implementation are in line with CEB’s policies and guidelines
  • Work on all procurement matters related to SHIFA. In this context he/she works across all aspects of the project activities and is responsible for reviewing and dealing with the technical aspects of procurement at all stages of the project cycle including for the analysis of procurement planning, design, implementation and management
  • Analyse all procurement documentation provided by the MoH, identify all necessary information, checks compliance with national legislations and CEB guidelines

  • Draft pre-review and post-review evaluation reports presenting findings in order to prepare non-objection mails and obtain final clearance from CEB’s Procurement Division
  • Provide procurement advice to MoH on the concepts, policies and procedures for international and local procurement and, in particular, on the CEB’s specific policies
  • Understand and follow up on national procurement legislation and master CEB guidelines to provide advice to MoH during the procurement phase of the project
  • Provide legal advice and support MoH’s services in addressing claims from consultants, contractors and suppliers and, if requested, assist with the negotiations
  • Manage the purchase of medical equipment and supplies, and the purchase and delivery of maternity kits and basic hygiene kits

Reporting, development of best practices and communication

  • Prepare statistics and reports on external procurement activities to ensure monitoring of activities and contribute to future action plans
  • Prepare training materials and MoH staff on tender processes, criteria setting, evaluation methodology and contractual arrangements to share CEB’s knowledge and increase the visibility of the Bank.
  • Contribute to the development and improvement of procurement procedures, templates and tools to improve working methods and respond to future needs

  • Execute procurement procedures (e.g. for technical assistance) in line with CEB’s procurement guidelines
  • Develop the procurement guidelines for the implementation of the SHIFA project
  • Prepare project progress reports and prepare power point presentations
  • Represent the Project Office - Ankara in project-related missions to ensure best practices and knowledge-sharing
  • In close consultations with the MoH, direct and supervise the consultants selected for the provision of procurement related activities
  • Any other tasks that may be necessary for the provision of efficient services and support by the Project Office - Ankara

Profile

Education:

  • Master’s degree in a relevant field (e.g. Procurement, Law, Supply Chain Management, Engineering or Business Administration).

 

Experience

  • Minimum 5 to 7 years of experience on procurement in areas related to international procurement of public sector investment projects
  • Experience of at least 3 years from within the relevant sectors (health, social housing, urban development and infrastructure, water management)
  • Solid understanding of public procurement principles (including tender preparation, offers evaluation and reporting), as well as in contract management
  • Knowledge of EU public procurement, procedures and their application in the management of the project cycle
  • Knowledge and significant experience of international best practice in construction tendering and contracting strategies would be an advantage
  • Experience of management of consultants would be an asset
  • Willingness and ability to undertake a significant amount of travel within Turkey

  

IT / Technical skills:

  • Advanced knowledge of Excel
  • Excellent knowledge of the MS Office Suite
  • Experience in using electronic archiving systems

 

Communication and language skills:

  • Good capacity to deal with different points of views and to communicate on critical issues while remaining assertive in front of people with authority
  • Good writing, editing and strong presentation skills: can communicate, present and draft technical reports clearly, concisely and convincingly
  • Excellent knowledge of Turkish and English, both oral and written
  • Command of French, the second official language of the Bank will be a strong asset

Employment Conditions

Monthly salary starting at either 19 950 TRY or 24 610 TRY, plus allowances based on eligibility, exempt of income tax.
In addition to this, our offer includes:
• dependent child allowance based on eligibility
• medical insurance
• a leaving allowance at the end of appointment with CEB (when less than 10 years of service)
Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
Appointment will be as a locally recruited temporary staff member for a period of 2 years, renewable, with a probationary period of two months.
